Abstract

This research analyzes the partnership pattern between KNPI and the Makassar City Government in youth development with a focus on equality, accountability and benefits. A qualitative approach using the case study method was used by collecting data through in-depth interviews, analysis of official documents and activity reports. The results show that this partnership has succeeded in developing equality in policy formulation and program implementation, with KNPI acting as a database, program implementer and policy controller, while the government provides legal support, budget and infrastructure. This partnership makes a positive contribution to the youth development of Makassar City through a mutually beneficial reciprocal relationship.
