Dynamics of Change: Narrative of Bureaucratic Reform from the Perspective of Government Employees
Abstract
This research investigates government employees' perceptions of bureaucratic reform policies, with a focus on understanding the objectives of reform, policy implementation, and its impact on performance. The results show that the majority of respondents have a good understanding of the objectives of the reform to increase the efficiency and transparency of public services, but this is achieved through training and outreach more than personal initiative. Policy implementation still faces challenges, especially resistance from employees who are not yet ready for change, resulting in a gap between policy and field practice. The positive impact can be seen in changes to work procedures and increased work motivation. Suggestions for further research include in-depth exploration of the factors that influence employee resistance and adaptation, as well as the role of organizational culture and leadership in increasing the effectiveness of implementing bureaucratic reform.
