The research method used includes a qualitative descriptive study with data collection through in-depth interviews and analysis of documents related to existing policies and regulations. The research results show that despite clear regulations, program implementation faces challenges in consistent law enforcement and a lack of policy innovation. The sanctions applied are not effective in changing people's smoking behavior, especially among youth. Recommendations for further research include increasing law enforcement, responsive policy innovation, and a more intensive outreach approach to increase community participation in supporting this program on an ongoing basis.</em></p>2025-07-30T00:00:00+07:00##submission.copyrightStatement##
