The research method used includes a qualitative descriptive study with data collection through in-depth interviews and analysis of documents related to existing policies and regulations. The research results show that despite clear regulations, program implementation faces challenges in consistent law enforcement and a lack of policy innovation. The sanctions applied are not effective in changing people's smoking behavior, especially among youth.
