Abstract

The pathology of the State Civil Apparatus, in this case is the teachers, if they are allowed to do so, it will create an excessive negative image and stick in the minds of the people. The State Civil Apparatus who postscript are public servants in terms of education seems far from that attitude. The purpose of this study was to determine the implementation of the policy for the development of the State civil apparatus at the 37 State Junior High Schools of Makassar City. This research was conducted by using this type of research using a qualitative descriptive survey with reference to field research data collection, interviews and questionnaires. While this research design is a descriptive research because all the variables to be observed will be described in accordance with the existing phenomena. The results of the research are the results of the research show that the implementation of the Republic of Indonesia Government Regulation No. 53/2010 concerning the Discipline of State Civil Servants at the 37 Makassar State Junior High School has been implemented since the enactment of the Government Regulation, but its implementation has not been maximized.
