IMPLEMENTASI PROGRAM KELUARGA HARAPAN (PKH) SEBAGAI UPAYA PENANGGULANGAN MASYARAKAT PRASEJAHTERA DI KOTA PALOPO

Abstract

ABSTRACT

Implementation is tasked with forming a bond or linkage that makes it easier for policy goals to be realized as a result of a government activity. The Family Hope Program is an empowerment program for underprivileged communities by providing conditional cash assistance that prioritizes three main components, namely the health component, the education component and the social welfare component. This study aims to determine the implementation of the family of hope program in Palopo City . The research method used is descriptive qualitative with data collection techniques, direct observation at the location, conducting interviews with several informants, and documentation. For data management techniques used data reduction, data display, and drawing conclusions. The location of this research is the Palopo City Social Service Office and the location of the beneficiary group of the family of hope program. Based on the results of the study, it is known that the implementation of the family of hope program in Palopo City has not all run well based on several factors supporting the success of implementation including, policy content, policy format, and actor reputation.

Implementasi bertugas untuk membentuk suatu ikatan atau linkage yang memudahkan tujuan-tujuan kebijakan bisa direalisasikan sebagai dampak dari suatu kegiatan pemerintah. Program Keluarga Harapan merupakan program pemberdayaan masyarakat prasejahtera dengan pemberian bantuan tunai bersyarat yang diprioritaskan kepada tiga komponen utama yaitu komponen kesehatan, komponen pendidikan serta komponen kesejahteraan sosial. Penelitian ini bertujuan untuk mengetahui implementasi program keluarga harapan di Kota Palopo . Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data, observasi langsung di lokasi, melakukan wawancara terhadap beberapa informan, dan dokumentasi. Untuk teknik pengelolaan data digunakan reduksi data, display data, dan penarikan kesimpulan. Lokasi penelitian ini adalah Kantor Dinas Sosial Kota Palopo dan lokasi kelompok penerima manfaat program keluarga harapan. Berdasarkan hasil penelitian, maka diketahui bahwa implementasi program keluarga harapan di Kota Palopo belum seluruhnya berjalan dengan baik berdasarkan dari beberapa faktor pendukung kebrhasilan implementasi diantaranya, isi kebijakan, format kebijakan, dan reputasi aktor.
