Waste management in Makassar City faces various challenges that affect the effectiveness of the program and its sustainability. This study aims to identify factors that influence the low level of community participation in the practice of reducing, sorting and recycling (3R) household waste. Through a qualitative approach using in-depth interviews and document analysis, the findings show that low participation is caused by a lack of adequate infrastructure, policies that have not been well coordinated, and a lack of effective socialization. The partnership model between the Government and the Private Sector, although it has been implemented, still faces challenges in holistic integration and active involvement of the private sector. This research recommends the need to re-evaluate policies, improve infrastructure, and develop more effective communication strategies to increase community participation in efforts to achieve sustainable waste management in Makassar City.
